　　某个庄园内，正在举行一场豪华派对，以庆祝吉姆·桑德斯（麦克·E·奈特 Michael E. Knight 饰）和佩蒂·温斯顿（菲比·凯茨 Phoebe Cates 饰）的订婚仪式。派对最高潮时，吉姆的好友化装成劫匪将其绑架，一同去参加他们的单身汉聚会。狐朋狗友聚在一起，自然是酒色财气、昏天黑地。正在吉姆醉酒酣睡之时，屋外的泳池传来巨大响动，继而发现一个长着翅膀的美丽女孩（艾曼纽·贝阿 Emmanuelle Béart 饰）昏倒在泳池中。显而易见，这便是传说中的天使。当然更令吉姆焦虑的是，佩蒂误认为他和别的女孩另有奸情，佩蒂那专横的父亲则扬言要杀了这个薄情郎。吉姆的朋友们也不是省油的灯，处心积虑想靠天使赚上一笔。

　　为了应对东京日益严重的犯罪，政府选出100名善良的民众担当市民警察，他们可以对任何罪犯就地正法。该政策推行以来，虽然犯罪受到一定程度的遏制，但是市民警察本身也受到民众的指摘，各种反抗行动接连出现，甚至有市民警察在行动中遇害。人过中年的芳一彦治郎（酒井敏也 饰）是编号为69的市民警察，身为快递员的芳一事业无成，老婆女儿也对他视而不见。作为市民警察的芳一也不过是含混度日，只求太平。直到他的压力逼近极限，才发现持枪执法是多么刺激爽快的事情。与此同时，芳一结识了清纯的便利店女孩小桃（早見あかり 饰）。为了博得女孩的欢心，他想方设法取得更多的钱……
　　本片根据柳沢きみお的原著漫画改编。

Fue protagonizada por Natalia Streignard y Juan Pablo Raba y con las participaciones antagónicas de Hilda Abrahamz, Marcos Moreno y Norkys Batista. Contó además con las actuaciones protagónicas de de Flavio Caballero, Emma Rabbe y Jerónimo Gil.
　　Se estrenó el 20 de noviembre de 2002, salió del aire en diciembre de 2002 debido al conflicto que existía en Venezuela denominado Paro Nacional. Regreso al aire a finales de febrero de 2003 con especiales de resúmenes a las 8 de la noche. Finalizó el 26 de septiembre de 2003.
